没有国家力量的推动，人工智能项目或恐难成功

　　人类的进步一直离不开技术创新的力量，但随着技术的不断发展，能真正推动技术发展的不在仅仅是个体、公司，而成为一种国家的使命和责任。这是因为随着技术发展越来越复杂，个体、公司的力量已经无法完全承担。历史上，第一次工业革命的兴起几乎就是瓦特一己之力改进了蒸汽机；而第二次工业革命则是与电力相关的几家公司所推动；但在第三次技术革命中，美国二战期间“曼哈顿计划”的遗产——从贝尔实验室到各种军工企业，成为战后带领美国成为全球技术领先者的核心力量。

　　在2013年的一次TED演讲中，来自英国苏塞克斯大学科学和技术政策研究中心的MarianaMazzucato教授提出一个令人惊讶的观点：在经济市场中，最能引领创新潮流的角色是国家！

　　MarianaMazzucato的论据源于她对手上一部iPhone的研究，她发现：

　　【“iPhone中这些十分巧妙、革新性部分全由政府资助，也就是说，移动互联网由美国国防部DARPA资助；GPS由军方Navstar（导航之星）计划资助；甚至Siri，事实上由DARPA资助；触控屏幕由两个国家部门－CIA（中情局）和NSF（国家科学基金会）－资助了德拉瓦大学两位公立大学研究员。”】

　　有关人工智能的研究更需要国家层面的参与，这不仅因为人工智能研究的耗费惊人，比如欧盟的“人脑计划”，欧盟委员会将在未来十年内拿出10亿美元支撑其研究，上文提到的IBM智能芯片TrueNorth得到美国国防部高达5000万美元的支持。如此的研究经费早已超出普通人甚至企业的承受范围，只有从国家战略层面的资金支持，才能保证研究的持续发展。

　　其次，人工智能是一项抢占未来竞争高地的基础性技术。我国是制造业大国，但并非制造业强国，近几年来，我国制造业面临劳动力和原材料成本上升的双重压力，传统层面的成本优势逐渐消失，制造业的转型迫在眉睫。也正如前文所言，人工智能会从根本上改变传统制造业的生产模式，从而能够让中国制造业快速实现产业转型，在这个层面，中国需要和传统制造业强国，诸如日本和德国开展竞争，其重要性不言而喻。

　　第三，启动一项国家层面的人工智能项目也是我国政府创新模式的新尝试。我国经历过较长时期的计划经济时期，政府也长期“霸占”创新什么如何创新的发言权。但随着政府职责的变化，政府也开始将部分创新项目放在高校和科研机构，但由于高校、科研机构缺乏必要的市场敏感度，其创新产品往往无法真正推向市场。而中国的人工智能项目，则是国家、高校/科研机构、企业三重发力：国家负责政策引道与资金支持，高校推动基础研究和人才培养，企业则结合市场和国家需求，将基础研究产品化，并利用不同产业和行业需求实现产业链的优化和调整。

　　站在2015年这个时间节点，人类对人工智能的未来充满着憧憬与恐惧，一如1400年代欧洲人对古登堡的那台印刷机一样。然而我们有理由相信，就像古登堡的印刷术终结欧洲野蛮的中世纪文明，从而为欧洲文艺复兴吹响了号角一样，我们有理由相信人工智能能成为人类腾飞的翅膀，而中国，在这场输不起的比赛里，也正蓄势待发！
